जागरण ब्यूरो/एजेंसी, जम्मू. राष्ट्रीय स्वंयसेवक संघ के सरसंघचालक डॉ. मोहनराव भागवत ने सांप्रदायिक हिंसा बिल को झगड़ा फैलाने वाला बताते हुए कहा कि यह देश के नागरिकों में भेदभाव पैदा करेगा। उन्होंने स्वयंसेवकों से आह्वान किया कि वे निजी स्वार्थ से उपर उठकर देश के लिए काम करें। उन्होंने केंद्र की यूपीए सरकार पर निशाना साधते हुए कहा कि इसमें बाहरी तथा आंतरिक खतरों से निपटने की इच्छाशक्ति नहीं है और न ही सरकार पड़ोसियों द्वारा देश की सीमा के साथ की जा रही छेड़छाड़ को रोकने में सक्षम है।

लखनऊ में हिन्दू संघर्ष समिति का कार्यक्रम

हाल ही में लखनऊ में हिन्दू संघर्ष समिति का कार्यक्रम सम्पन्न हुआ. सांप्रदायिक एवं लक्षित हिंसा रोकथाम विधेयक के विरोध में ये कार्यक्रम किया गया. लखनऊ के राजा बाजार में आयोजित इस कार्यक्रम में रितेश आनंद त्रिवेदी के नेतृत्व में बड़ी संख्या में युवाओं ने हिस्सा लिया. कार्यक्रम में इस विधेयक के बारे में विस्तृत जानकारी दी गई और इसके भविष्य के घातक परिणामों से अवगत कराया गया.

रितेश आनंद त्रिवेदी ने संबोधित करते हुए कहा कि ये बिल हिन्दुओं को उनके ही देश में पूरी तरह विकलांग कर देने के लिए है. ये एक सरकारी प्रयास है जिसके माध्यम से मुसलमानों के तलवे चाटने वाली सरकार हमें पंगु बना देना चाहती है. उन्होंने कहा कि लेकिन हम इसे किसी भी सूरत में पास नहीं होने देंगे चाहे इसके लिए हमें अपने प्राणों की बाजी भी क्यों न लगानी पड़े. 

Communal violence bill – strongly opposed by Jayalalitha; says it is fascism

Tamil Nadu Chief Minister Jayalalithaa slammed the draft communal violence bill as “fascist” which would keep the states under constant threat of dismissal and give sweeping powers to the Centre.

In a hard-hitting attack on the proposed bill, Jayalalithaa said that under the garb of preventing communal and targeted violence, the Prevention of Communal Violence Bill was yet another “blatant atttempt” to totally bypass the state governments.

The bill concentrates all powers in the Centre rendering the state governments absolutely powerless and totally at the mercy of the Centre, she said in a strongly-worded statement.

Communal Violence Bill an attempt to appease minorities: PK Dhumal

The BJP government in Himachal Pradesh today opposed the proposed bill against communal violence alleging it was an attempt to appease the minorities.

Speaking at the National Integration Council meeting in Delhi, Himachal Chief Minister Prem Kumar Dhumal termed "Prevention of Communal and Targeted Violence (Access to Justice and Reparations) Bill, 2011", as an "interference" in the domain of states, which is against the federal structure of the country.

He said the present laws should be effectively implemented to deal with communal violence.

New Delhi: The proposed Communal Violence Bill on Saturday ran into trouble with NDA-ruled states and Congress ally Trinamool Congress opposing it as “dangerous” legislation and arguing that it would hurt the federal structure of the country.

At a meeting of National Integration Council (NIC) where the issue was on the agenda, NDA and chief ministers of the states ruled by it -- Madhya Pradesh, Chhattisgarh, Karnataka, Himachal Pradesh, Uttarakhand, Bihar and Punjab -- expressed opposition to the draft legislation in its current form.

Leader of opposition in the Lok Sabha Sushma Swaraj, who also attended the meeting chaired by Prime Minister Manmohan Singh, said the proposed legislation was “dangerous” as it would “encourage communalism” rather than curbing it by furthering the divide between majority and minority communities.

Dinesh Trivedi, senior leader of Trinamool Congress, a key constituent of the UPA, said his party also opposes the Bill in the present form.

Opposing the Bill, chief minister of BJD-ruled Orissa Naveen Patnaik, said it has some “objectionable” provisions which “directly affect the autonomy of states”.

Uttar Pradesh Chief Minister Mayawati, whose speech was read out in absentia, said “it is not the opportune moment to comment on the Bill”.

Bihar chief minister Nitish Kumar voiced concern over certain provisions in the Prevention of Communal and Targeted Violence (Access to Justice and Regulations) Bill 2011, saying it may create “impression” among the people at large that majority community is “always responsible for communal incidents.”

In a speech read out by senior Bihar minister Vijay Kumar Chaudhary, Kumar asked the centre to hold “thorough discussion” with state governments for making certain amendments that are warranted before introducing it in Parliament.

He specifically opposed the provision for promulgation of Article 355 of the Constitution, which gives the centre a right to intervene, in a limited area during “internal disturbance”, saying it amounted to “unnecessary interference in state’s jurisdiction”.

Madhya Pradesh Chief Minister Shivraj Singh Chauhan said the Bill was intended to meet “vested interests” and may undermine the country’s federal structure.

“The Bill expresses feeling of mistrust in the state government machinery and lacks clarity in defining crimes for organised communal violence,” he said.

“I urge the union government to have faith in the state governments and strengthen them, which in turn will strengthen the nation. If state governments are weakened to serve some vested interests, the nation will become weak and it will give impetus to parochial forces,” Chauhan said.

Questioning the need for the Bill, Chhattisgarh chief minister Raman said it went against the federal spirit as it will directly interfere with the legitimate authority of states.

“The proposed Bill has many structural loopholes. The biggest problem is that this Bill is against India’s federal structure. The national authority set up with the help of this Bill will have the power to issue directions to any state authority for any investigation,” he said.

He said that the power of maintaining law and order situation stays with a particular state and changes in this system will bring unfavourable results in the long term.

Uttarakhand chief minister Ramesh Pokhriyal Nishank asked the Prime Minister and home minister P Chidambaram to give up their desire to pass the Bill in its present form, saying the legislation would be a “big blow” to national integration.

Punjab chief minister Prakash Singh Badal said the Bill that the government was trying to bring could lead to “avoidable confrontation” between the centre and states as sections of it were a “direct transgression of states’ authority”.

He also particularly expressed opposition to provision for invoking Article 355.

Mamata Banerjee joins BJP to veto UPA's Prevention of Communal Violence Bill

The UPA government's key ally, Mamata Banerjee, on Saturday sprang up a surprise as she joined the BJP in objecting to the Prevention of Communal Violence Bill, drafted by the Sonia Gandhi-led National Advisory Council (NAC). Mamata, apparently still miffed over the Teesta issue, skipped the National Integration Council (NIC) meeting in Delhi which was called after a gap of three years. Her representative and West Bengal's finance minister Amit Mitra spelt out the Trinamool Congress's stand on the issue. "Our government has serious objections to the introduction of such a Bill. The contemplated Bill is tantamount to a direct intervention of constitutional and functional powers of a state government and undermines the very principle of federalism. "Instead of bringing such a Bill, we suggest that if serious violence breaks out in a state, the Centre should commit to give full cooperation to the state in handling such an exigency," Mitra said. He said the discussion "on such a Bill will create confusion and generate controversy among the people". His party's leader and railway minister Dinesh Trivedi, too, said the Trinamool was opposed to the NAC's draft in its present form. Though the Trinamool's argument against the draft Bill was different from the BJP's - which says the proposed legislation is biased against the majority community - it stunned the government. Sensing that the UPA's key ally, as well as many chief ministers, was dead against the NAC draft, Prime Minister Manmohan Singh had to assure the gathering that states would be consulted before the Bill is introduced in Parliament and that he did not intend to disturb the federal structure. BJP leaders Sushma Swaraj and Arun Jaitley led the charge against the NAC draft. They were strongly supported by the chief ministers of the NDA-ruled states. Home secretary R. K. Singh later said he could not commit if the Bill would be introduced in the winter session of Parliament. "A large number of CMs expressed the view that some aspects of the draft Bill encroaches their jurisdiction... We will keep in mind the objections of the CMs before finalising the Bill," he said. Speeches read out on behalf of Bihar CM Nitish Kumar and his Uttar Pradesh counterpart Mayawati, who were both absent, showed the criticism was not limited to the BJP. "…(An) impression may be created among the people at large that the majority community is always responsible for communal incidents, which may cause sharp reactions among people of the majority communities. This will ultimately go against the minorities and will have adverse effect over the basic objective of the Bill," Nitish said. Criticising the provision which he said "amounts to unnecessary interference in the state government's jurisdiction", Nitish said the Centre can invoke constitutional provisions if a state fails in its "raj dharma". Mayawati said she won't comment on the Bill as she had not seen the draft. She slammed the Centre for seeking the states' views without sending them the draft. Orissa chief minister Naveen Patnaik and Punjab's Parkash Singh Badal, too, were of the view that the Bill steps on the state's powers and is dangerous for federalism. Earlier, Sushma criticised the NAC draft as a "dangerous one" and said: "This Bill considers no person as a citizen or a human… It only divides India as a majority and a minority community." 19 सितम्बर 2008 में, मिनी पाकिस्तान जामिया मिलिया इस्लामिया यूनिवर्सिटी स्थित बटला हाउस एनकाउन्टर में शहीद हुए इंस्पेक्टर मोहनचंद शर्मा की वर्षी 19 सितम्बर, 2011 को कई जगह मनाई गई और उन्हें श्रद्धांजलि अर्पित की गई. हिन्दू संघर्ष समिति की ओर से जगदगुरु शंकराचार्य परम पूज्य स्वामी जयेन्द्र सरस्वती जी ने इस बार एक अपील वीडियो जारी की थी. इस वीडियो को  http://www.youtube.com/watch?v=JuZPFaomQHE लिंक पर देखा जा सकता है.

दिल्ली में कई स्थानों पर शहीद मोहन चंद शर्मा की याद में कार्यक्रम किये गए और उन्हें श्रद्धांजलि दी गई. अनेक सामाजिक कार्यकर्ताओं ने, गैर सरकारी संगठनों ने और कुछ राजनीतिक दलों ने इस मौके पर कार्यक्रम किये. हिन्दू संघर्ष समिति उन सभी का आभार व्यक्त करती है. हम निवेदन करते हैं कि शहीद मोहनचंद शर्मा को प्रतिवर्ष इसी तरह याद करते रहें. उन्होंने भारत को नष्ट करने के सपने देखने वाले जिहादी आतंकवादियों से लोहा लेते हुए अपने प्राण न्योछावर किये हैं. वे भारत के नायक (हीरो) हैं. हमें ऐसे सच्चे सपूतों को जरुर याद करना चाहिए.

श्री अरुण विक्रमादित्य का बयान --- अभी हाल की कुछ घटनाओं से भारतीय जनता पार्टी का चाल, चरित्र और चेहरा कुछ और बदरंग होता नजर आया है. भारतीय जनता पार्टी के अल्पसंख्यक मोर्चा के प्रभारी डॉ जे के जैन का उलेमा काउन्सिल में 19 सितम्बर को दिया गया भाषण आतंकवादियों को उत्पीडन का जामा पहनाकर सहानुभूति और दया का पात्र बताने की कोशिश है जो सही मायनों में भयंकर पाप एवं स्पष्ट देशद्रोह है. उत्पीडन के शिकार आतंकवादी नहीं बल्कि बम विस्फोटों, आतंकवादी हमलों में मारे गए निर्दोष नागरिक एवं सुरक्षा कर्मी हैं. भारतीय जनता पार्टी की यह नीति भय, भूख और भ्रष्टाचार से लड़ने वाली, जिसकी वो दावा करते हैं, होने की बजाय, अन्याय और इस्लामिक आतंकवाद का तुष्टिकरण है. इस प्रकार की तथाकथित ओछी धर्मनिरपेक्षता या सस्ती राजनितिक फसल काटने की इच्छा दुर्बुद्धि के सिवाय कुछ और नहीं है. इससे भाजपा के राष्ट्रवादी चरित्र का पतन होता प्रतीत हो रहा है.

मेरी भारतीय जनता पार्टी के वरिष्ठ नेताओं एवं राष्ट्रीय स्वयंसेवक संघ के शीर्ष नेतृत्व से प्रार्थना है कि राष्ट्रवादी संगठन के तौर पर पहचाने जाने वाली भारतीय जनता पार्टी पर ऐसा कलंक न लगने दें और उन्हें तुरंत बर्खास्त किया जाये. मैं उनसे विनती करता हूँ कि वो न्याय सभी के लिए और तुष्टिकरण किसी के लिए नहीं वाली नीति की स्पष्ट व्याख्या करें. जे के जैन जैसे नेता भाजपा के राष्ट्रवादी चरित्र का बलात्कार करने की कोशिश कर रहे हैं जो बहुत ज्यादा निंदनीय है.

शहीद मोहन चंद शर्मा का बलिदान दिवस-19 सितम्बर 2011

19 सितम्बर को हम सबको शहीद मोहन चंद शर्मा का बलिदान दिवस मनाना चाहिए क्योंकि सरकार द्वारा प्रायोजित शहीदों को तो हम याद रखते हैं लेकिन वास्तविक शहीदों को हम भूल जाते हैं. हाल ही में दिल्ली हाई कोर्ट में हुए बोम्ब ब्लास्ट के बाद जामिया में जिहादी आतकंवादियों से सहानुभूति रखने वालों में ख़ुशी का माहौल है. ऐसे में 19 तारीख को उनका बलिदान दिवस मानना और भी प्रासंगिक हो जाता है.

हिन्दू संघर्ष समिति इस दिवस को मानाने की सभी से अपील करती है. अधिक से अधिक लोग 19 सितम्बर को सुबह 11 बजे जामिया में पहुंचकर शहीद मोहन चंद शर्मा को श्रद्धांजलि अर्पित करें.
