सांप्रदायिक एवं लक्षित हिंसा निवारण विधेयक-2011

SICKULAR और McCauley पुत्रों द्वारा ..शर्म-निरपेक्षता और सांप्रदायिक-सापेक्षता का मिला जुला संगम
 
1- 'बहुसंख्यक' हत्यारे, हिंसक और दंगाई प्रवृति के होते हैं। (विकीलीक्स के खुलासे में सामने आया था कि देश के बहुसंख्यकों को लेकर सोनिया गांधी और राहुल गांधी की इस तरह की मानसिकता है।) जबकि 'अल्पसंख्यक' तो दूध के दुले हैं। वे तो करुणा के सागर होते हैं। अल्पसंख्यक समुदायक के तो सब लोग अब तक संत ही निकले हैं।
2- दंगो और सांप्रदायिक हिंसा के दौरान नारी बलात्कार अपराधों को तभी दंडनीय मानने की बात कही गई है अगर वह अल्पसंख्यक समुदाय के व्यक्तियों के साथ हो। यानी अगर किसी बहुसंख्यक समुदाय की महिला के साथ दंगे के दौरान अल्पसंख्यक समुदाय का व्यक्ति बलात्कार करता है तो ये दंडनीय नहीं होगा।
3- यदि दंगे में कोई अल्पसंख्यक घृणा व वैमनस्य फैलता है तो यह अपराध नहीं माना जायेगा, लेकिन अगर कोई बहुसंख्यक ऐसा करता है तो उसे कठोर सजा दी जायेगी। (बहुसंख्यकों को इस तरह के झूठे आरोपों में फंसाना आसान होगा। यानी उनका मरना तय है।) 
4- इस अधिनियम में केवल अल्पसंख्यक समूहों की रक्षा की ही बात की गई है। सांप्रदायिक हिंसा में बहुसंख्यक पिटते हैं तो पिटते रहें, मरते हैं तो मरते रहें। क्या यह माना जा सकता है कि सांप्रदायिक हिंसा में सिर्फ अल्पसंख्यक ही मरते हैं?
5- इस देश तोड़क कानून के तहत सिर्फ और सिर्फ बहुसंख्यकों के ही खिलाफ मुकदमा चलाया जा सकता है। अप्ल्संख्यक कानून के दायरे से बाहर होंगे।
6- सांप्रदायिक दंगो की समस्त जवाबदारी बहुसंख्यकों की ही होगी, क्योंकि बहुसंख्यकों की प्रवृति हमेशा से दंगे भडकाने की होती है। वे आक्रामक प्रवृति के होते हैं।
7- दंगो के दौरान होने वाले जान और माल के नुकसान पर मुआवजे के हक़दार सिर्फ अल्पसंख्यक ही होंगे। किसी बहुसंख्यक का भले ही दंगों में पूरा परिवार और संपत्ति नष्ट हो जाए उसे किसी तरह का मुआवजा नहीं मिलेगा। वह भीख मांग कर जीवन काट सकता है। हो सकता है सांप्रदायिक हिंसा भड़काने का दोषी सिद्ध कर उसके लिए जेल की कोठरी में व्यवस्था कर दी जाए।
8- कांग्रेस की चालाकी और भी हैं। इस कानून के तहत अगर किसी भी राज्य में दंगा भड़कता है (चाहे वह कांग्रेस के निर्देश पर भड़का हो।) और अल्पसंख्यकों को कोई नुकसान होता है तो केंद्र सरकार उस राज्य के सरकार को तुरंत बर्खास्त कर सकती है। मतलब कांग्रेस को अब चुनाव जीतने की भी जरूरत नहीं है। बस कोई छोटा सा दंगा कराओ और वहां की भाजपा या अन्य सरकार को बर्खास्त कर स्वयं कब्जा कर लो।
सोनिया गांधी और अहमद पटेल के नेतृत्व में इन 'देशप्रेमियों' ने 'सांप्रदायिक एवं लक्षित हिंसा निवारण विधेयक-2011' को तैयार किया है।

आइये जानें इन तथाकथित सांप्रदायिक देशप्रेमियों के बारे में .....

1. सैयद शहबुदीन (Former Member of Parliament )
Syed Shahabuddin is a well known in the political and academic circles as well as in the mass media and does not need an introduction.
In his many incarnations he has been a university teacher, a diplomat, who served as an ambassador and a government official who was at the time of his seeking pre-mature retirement, the Joint Secretary in charge of South East Asia, the Indian Ocean and the Pacific in the Ministry of External Affairs. He was a MP for three terms between 1979 and 1996 and made a mark as a Parliamentarian. He has edited Muslim India, the monthly journal of research, documentation and reference from 1983 to 2002 and again from July 2006. He has been a regular contributor on current affairs in the media and a familiar participant in seminars and TV discussions.
2. हर्ष मंदर
Born 1956 is an Indian social activist and writer. He came into prominence after 2002 Gujarat riots and heads "Aman Biradari" which work for communal harmony. He became member of National Advisory Council of the UPA government in 2010 and special commissioner to the Supreme Court.

3. अनु आगा
Born 1942) is an Indian businesswoman and social worker, who led Thermax Ltd., the Rs 3246-crore energy and environment engineering major, as its chairperson 1996-2004.
She had figured among the eight richest Indian women, and in 2007 was part of 40 Richest Indians by net worth according to Forbes magazine.
After retiring from Thermax, she took to social work, and 2010 was awarded the Padma Shri (Social Work) by Govt. of India

4. माजा दारूवाला
Maja Daruwala "is currently executive director of the Commonwealth Human Rights Initiative, a New Delhi-based nongovernmental organization that promotes the practical realization of human rights in the Commonwealth states, particularly through police and promoting the right to information.
Ms. Daruwala was until 2005 also the chair of the London-based Minority Rights Group International and is founder and Chair of the People's Watch Tamil Nadu, a human rights advocacy and monitoring organization based in South India.
She sits on several governing boards and advisory councils, including the Justice Initiative at the New York-based Open Society Institute and the New Delhi-based Voluntary Action Network, an umbrella organization aimed at strengthening civil society in India.
From 1992 to 1996 Ms. Daruwala was a program officer for human rights, women's rights, and social justice at the Ford Foundation in India, Nepal, and Sri Lanka.
A barrister by training, Ms. Daruwala, has conceptualized and edited reports for the Commonwealth Heads of Government on poverty and the status of the right to information and is currently editing one on police accountability.
She continues to produce a body of journalistic work, including a television documentary on prisoners and syndicated articles on rights and governance issues in the region."

5. अबु सलेह शरीफ
Abusaleh Shariff is from National Council of Applied Economic Research, New Delhi. He is author of many studies and reports on Indian Muslims.

6. असगर अली इंजिनियर
Asghar Ali Engineer, an Indian Muslim, is an Islamic scholar, reformist-writer and activist. Internationally known for his work on liberation theology in Islam, he leads the Progressive Dawoodi Bohra movement.
The focus of his work is on (and action against) communalism and communal and ethnic violence in India and South Asia.
He is an advocate of a culture of peace, non-violence and communal harmony, and has lectured all over world.
He is presently the head of the 'Institute of Islamic Studies' and the 'Centre for Study of Society and Secularism', both of which he founded in 1980 and 1993 respectively.

7. शबनम हाश्मी
Shabnam Hashmi, sister of the activist Safdar Hashmi and founder of SAHMAT, Marxian historian Prof. K N Panikkar and social activist Harsh Mander are the founding members of ANHAD.
Based in Delhi, ANHAD works in the field of sickularism, human rights and communal harmony.
ANHAD (Act Now for Harmony and Democracy) is an Indian socio-cultural organization established in March 2003, as a response to 2002 Gujarat riots. ANHAD’s activities include sickular mobilization, sensitizing people about their democratic rights as enshrined in Indian Constitution, research and publication of books and reports, welfare programs for marginalised sections of society, launching creative mass mobilization campaigns.
ANHAD is registered as a trust and has six trustees. They are Shabnam Hashmi, K N Panikkar, Harsh Mander, Shubha Mudgal, Kamla Bhasin, Saeed Akhtar Mirza.

8. सुखदेव थोरात
Sukhadeo Thorat born at Mahimapur, Amravati district, Maharashtra, India, is an economist and chairman of the University Grants Commission, U.G.C.
Thorat graduated with a B.A from Milind College of Arts, Aurangabad, Maharashtra. He obtained an M.A. in Economics from Dr. Babasaheb Ambedkar Marathwada University, M.Phil/Ph.D in Economics from Jawaharlal Nehru University, and Diploma in Economic Planning, Main School of Planning, Warsaw, Poland.
From February 1989 to 1991, Thorat was visiting faculty at Iowa State University, USA and a consultant with the International Food Policy Research Institute, Washington, DC.
Thorat was Lecturer at Vasantrao Naik College, Aurangabad from 1973 to 1980. He was Faculty Member at Jawaharlal Nehru University, New Delhi from 1980 onwards and visiting faculty at Department of Economics, Iowa State University, AMES, USA during 1989-1991.
He has been a Research Associate of the International Food Policy Research Institute, Washington DC since 1992. He was Director, Indian Institute of Dalit Studies, New Delhi from January 2003 to February 2006. He has been Chairman, UGC since February 2006.

9. तीस्ता जावेद सेतलवाड
Grand Daughter of Motilal Chimanlal Setalvad was became the first and longest serving Attorney General of India 1950-1963 ... due to his devotedness to the Britishers.
Co-editor of Communalism Combat magazine (along with husband Javed Anand).
Teesta's husband Javed Anand runs Sabrang Communications which claims itself as fighting for human rights. Teesta is the official spokesperson of this organization.
Teesta is General Secretary of People's Union for Human Rights” (PUHR).
Member of the Pakistan India People's Forum for Peace and Democracy.[29]
When it comes to defending terrorists, there is nobody like Teesta Setalvad. She will lie, shriek, give false deposition, do anything to damn Hindus under the banner of Communalism Combat.
She also strikes the right pose by lighting candle along with other pseudos against Hindu fundamentalism only.
The Apex Court rightly censured her for sensationalising Gujarat riots through stupid stories — lapped up media goons — who are anyway might lazy to check the source.

10. जॉन दयाल
Born on Oct. 2, 1948 ;- ) On just next birthday of gandhi, after gandhi's death.
Indian fanatic Christian bigot and a self proclaimed campaigner for Dalit rights.
Formerly a journalist with the Delhi edition of the Indian tabloid newspaper, the Mid-Day,
he has gone on to found and preside over the ecumenical All India Christian Council and United Christian Forum for Human Rights.
Dayal, born of Christian parents from Central India, is married and resides normally in New Delhi. He describes himself as a "human rights activist" who is "fighting for the rights of Muslim, Christian and Dalit minorities" in India.
He is associated with numerous Christian evangelical groups, such as Dalit Freedom Network

11. जस्टिस होस्बेट सुरेश
Justice Suresh Hosbet : M.A. L.L.M.: Born on 20th July, 1929. Enrolled as an Advocate of the Bombay High Court on 30th November, 1953, and practised both on the Original and Appellate Sides of the High Court. Was a part-time Professor of Law at the Government Law College, Bombay from 1960 to 1965 and at K.C. Law College, Bombay from 1965 to 1968. Was also the Assistant Government Pleader in the Bombay City Civil & Sessions Court at Bombay from 1967 to 1968. Appointed as a Judge of the Bombay City Court and Additional Sessions Judge, Greater Bombay on 29th November, 1968. Promoted as the 2nd Additional Principal Judge, Bombay City Civil & Sessions Court, in October, 1979. Resigned his post on 23rd June, 1980 and resumed practice in the High Court at Bombay. Was designated as Senior Advocate of the High Court at Bombay in 1982. Appointed Additional Judge of the Bombay High Court with effect from 21-11-1986. Appointed permanent Judge of the Bombay High Court from 12-6-1987. Retired on 19-7-1991.

12. राम पुनियानी
Ram Puniyani was born on 25th August 1945.
He was a professor in biomedical engineering at the Indian Institute of Technology Bombay, and took voluntary retirement in December 2004 to work full time for communal harmony in India.
He is involved with human rights activities from last two decades. He is working for communal harmony and initiatives to oppose the rising tide of Fundamentalism-Fascism in India.
He is associated with various sickular and democratic initiatives like All India Sickular Forum, Center for Study of Society and Sickularism and ANHAD

13. रूपरेखा वर्मा
Dr. Roop Rekha Verma, Ph.D, formerly, the Vice-chancellor, Professor & Head of the Philosophy Department and Dean, Faculty of Arts Lucknow University has taught there from 1964–2003. She has also been a recipient of the Commonwealth Academic Staff Fellowship for Oxford and has had the honor to be invited to deliver lectures and present research papers in various conferences/international seminars at many Indian and foreign Universities.

14. फराह नकवी
Farah Naqvi is an Indian writer, consultant and activist. She works on gender rights and minority rights from both a justice and development perspective. She is a member of the National Advisory Council.

15. एच .एस फुल्का

16. कमल फारुखी

इस देश में हिंदुओं के खिलाफ कुच भी कहने-लिखने-करने से न संविधान का अपमान होता है, न धर्मनिरपेक्षता पर आँच आती है। लेकिन हिंदू यदि अपने मानवाधिकारों की बात करे, देश में समानता से रहने के अधिकार की माँग करे, बांग्लादेशी घुसपैठियों को खदेड़ने की बात करे, समान नागरिक संहिता की बात करे, गोहत्या पर पाबंदी लगाने की माँग करे, तो वह सांप्रदायिक हो जाता है। इस देश में हिंदू के रूप में जन्म लेना ही मानो सबसे बड़ा अपराध है

  1. ye angrejo ke manas - putr hai.....inka bas ek hi kaam hai "foot dalo aur satta pao"....in madam ke mayeke ( itly ) ka itihaas to yahi hai.... isliye mujhe kuchh khas hairani nahi hai....unse yahi umeed ki ja sakti hai....
